      The productiveness and flexibility of production against impulses is a prerequisite for the resilience of the Iranian economy. On the other hand, the realization of investment in manufacturing sectors depends more on the political economy of Iran than macroeconomic variable. In the current context of the Iranian economy, interest groups, by expanding the immortal sectors, impede the directing of capital to productive sectors. The phenomenon such as the instability of the industrial development strategy, the role of the interest groups in the immature sectors, and the failure to take policy tools to reduce the unproductive sector's returns has led to the institutionalization of the patient's political economy in the country.       Today, developing and industrial emerging countries attempt to apply effective policies in industrialization process using comparative and competitive advantages in each field of activity. Improvement index of business space is one of the most important indexes, which draws the status of micro-economy activity space. This study is aimed to investigate the factors affecting business growth and development in South Khorasan industries and Mines. By literature review and experts monitoring, 5factors (financial and capital factor, human factor, raw materials factor, production technology factor, sales market factor) and 20 components were identified. Then, using simple random sampling method, 125 managers of industries and Mines sphere were selected and study questionnaire was distributed among them. After data analysis using single-sample t tests and Friedman test, the results showed that external exchange, available capital and product sales market are the most important components in business development is South Khorasan Manuscript profile

      The cement industry is considered one of the most important, fast-moving and influential industries in the industrial development and growth of any country. In the current research, the aim of more precisely knowing the cement market of Iran in order to achieve the goals of principle 44 of the constitution of Iran using analytical and quantitative methods, the economic situation of cement in various fields including its market structure in Iran and the world in the period of 2012-2018 has been investigated. The results obtained in Iran have shown that the cement production capacity has a growing trend and an excess of supply compared to demand. The countries of Iraq, Afghanistan, and Kuwait have been the most important target markets for Iran's cement exports so far. Determining the price of cement through the commodity exchange has removed the existing challenges. The cement industry is one of the energy-intensive industries, which has the largest consumption of fuel oil (furnace oil) among the different energies compared to all industries. the production companies in order to manage costs are mainly located in the border points and close to the production raw materials and they export their products to the nearest target market. The results of Herfindahl-Hirschman concentration index calculations, by information of 36 active companies and members of the stock exchange in Iran, showed that this industry has a monopolistic competition structure regardless of the ownership effect, and a multilateral monopoly structure in terms of the ownership effect.
