        Saeed Haghparast Tohid valipouratiq Abstract The form and path of development in most of the current backward countries of the world is unfortunately an incomplete sampling of advanced and developed countries, and sometimes the regulations are only translated from one language to another without any change. It is certain that the traditional culture of a backward third world country cannot accept the model made for the culture of others. The current research is in response to the question: What function and role can culture play in the progress of countries that are lagging behind in the development process? The hypothesis of the current research is that the progress and sustainable development of a society depends on the acculturation of the members of that society and until the cultural patterns of the countries agree with the development components, the development of these countries will not be possible. Efforts should be made to reform the culture of backward countries in line with the development components. The current research is descriptive-analytical. As a result, fundamental changes in the path of development for any society must be in harmony with the culture and traditions of that society, and all cultural factors should be helped for its correct implementation, otherwise the path of progress and development in these countries, even though it is excellent, is doomed to failure.
