By benefiting from the solutions available in the field of decentralized (regional) planning and its processes, it is possible to identify the weaknesses, strengths, threats, opportunities, and speed, as well as checking the consistency of the growth rate and the future of the 7th Development Plan, and by checking its convergence with the laws And high-level regulations can play a significant role for a country, province, and economic and industrial enterprises. Also, recent approaches in the theory of regional development attach great importance to the institutional approach and socio-economic construction of regions and (intra-regional differences), land preparation for balanced development. and has provided fair development and optimal use of development resources for the development of land areas. The results show that regional strategies need flexibility to maximize the development potential of institutional arrangements and adapt to changes within these arrangements, and while increasing the powers in accordance with the development plans of the province, it is necessary to develop a region not only with its physical resources, but also He also paid attention to its institutional sources, which include a set of practical economic rules and regulations based on economic culture and territorial customs.
